Proposing 40km/h zones in Kalamunda Centre
Slower, safer, active streets.
The City is investigating implementing a reduced speed limit in some, or all the Kalamunda Town Centre to improve road safety outcomes for all road users. We are keen to understand your experience with 40 km/h speed limits, and your opinion about future options.
Background
With the combination of recent major road construction projects designed to improve transport to and through the City of Kalamunda, the launch of the Kalamunda Railway Heritage trail extension and plans to reactivate the Kalamunda Town Centre, we thought it would be a good time to explore community opinion on speed reductions with the aim of improving road and community safety.
Why should we consider lower speeds?
Provides more time for drivers to react to road hazards.
Decreases the distance required for a vehicle to stop.
Increases pedestrians and cyclist safety, as well as other vulnerable road users and/or those crossing roads;
Reduced chance of being involved in a crash, and less severity in injuries and property damage;
Lower fuel consumptions resulting in a reduction in greenhouse gas emissions; and
From an economic perspective, 40km/h speed limits are a cost-effective option to improve road safety, allowing the City to focus on physical road safety treatments on high risk roads, that may attract higher cost solutions.

In the five years 2015 to 2019, there were 63 significant crashes in the area proposed for a speed reduction (which is 63 crashes too many).
32% of the City of Kalamunda population is aged over 60.*
12.9% of our population is aged under 10.*
3.6% of our population needs assistance with core activities.*
NOTE the community engagement report on this matter.
ENDORSE an application be made to Main Roads Western Australia for implementation of 40 km/h speed limits on the following streets within Kalamunda Town Centre: a) Haynes Street b) Railway Road between Mead Street and Stirk Street c) Barber Street.
NOTE the Central Mall design will be seeking approval for a 10 km/h posted speed limit.
NOTE speed limits for the remaining streets within the Kalamunda Town Centre will be addressed as part of subsequent streetscape upgrades when approved.
