Development Applications
What is a Development Application and why is one needed?
A Development Application (DA) is an application made to the City seeking consent to carryout development including construction, change of use of a property or premises, display of signage, or making alterations or additions to a property. The DA is required so that the City can assess the likely impacts of the proposal and ensure that:
- The proposal is a permissible and appropriate use of the site according to its zoning;
- The proposal complies with the provisions of the Residential Design Codes, the City of Kalamunda Local Planning Scheme No.3, and any other relevant planning controls for the site;
- To consider any environmental impacts upon the locality; and
- To consider any impact upon the amenity of adjacent and neighbouring properties.
What is JDAP?
A Joint Development Assessment Panel (JDAP) is an independent decision-making body comprised of technical experts and elected local government representatives. Under the DAP regulations, each DAP will determine development applications that meet set type and value thresholds as if it were the responsible authority under the relevant planning instrument, such as the local planning scheme or region planning scheme. The DAP regulations state that DAP applications cannot be determined by local government or the Western Australian Planning Commission (WAPC).

On 12 October 2021, the Council adopted a proposed amendment to the High Wycombe South Residential Precinct Local Structure Plan (LSP) for the purpose of public advertising.
The current LSP was approved by the Western Australian Planning Commission (WAPC) in June 2020. Following the LSP’s approval, the City continued the preparation of the planning framework for the broader High Wycombe South area. This included the preparation of the Activity Centre Structure Plan (ACSP) for the Transit Orientated Development (TOD) Precinct.

Planning and Development Act 2005
The City of Kalamunda has received an application for Lots 1-6 & 41 Abernethy Road, Forrestfield Local Development Plan. Prior to considering the application, it is council policy to give landowners the opportunity to comment.The Local Development Plan (LDP) has been prepared in accordance with the WAPC Subdivision approval (159404), condition 7. The intent for the LDP is to provide for greater certainty and consistency in the design outcomes for future development of the subject area in the absence of existing design guidelines for industrial zoned land.
