A Development Application (DA) is an application made to the City seeking consent to carry out development including construction, change of use of a property or premises, display of signage, or making alterations or additions to a property.

What is a Development Application and why is one needed?
A Development Application (DA) is an application made to the City seeking consent to carryout development including construction, change of use of a property or premises, display of signage, or making alterations or additions to a property. The DA is required so that the City can assess the likely impacts of the proposal and ensure that:

  • The proposal is a permissible and appropriate use of the site according to its zoning;
  • The proposal complies with the provisions of the Residential Design Codes, the City of Kalamunda Local Planning Scheme No.3, and any other relevant planning controls for the site;
  • To consider any environmental impacts upon the locality; and
  • To consider any impact upon the amenity of adjacent and neighbouring properties.

What is JDAP?

A Joint Development Assessment Panel (JDAP) is an independent decision-making body comprised of technical experts and elected local government representatives. Under the DAP regulations, each DAP will determine development applications that meet set type and value thresholds as if it were the responsible authority under the relevant planning instrument, such as the local planning scheme or region planning scheme. The DAP regulations state that DAP applications cannot be determined by local government or the Western Australian Planning Commission (WAPC).

    The City of Kalamunda has received a Development Application and a Local Development Plan for Lot 1107 (40) Masonmill Road, Carmel. The application follows approval of Local Planning Scheme 3 Amendment 85 which was gazetted on the 25th of August 2017 approving additional land uses for Reception Centre, Tavern, Shop, Caretakers Dwelling, Garden Centre, Recreation Private and Tourism Development.

    The Local Development Plan was a requirement of the Scheme Amendment to provide guidance the future development of the site.

    This Development Application seeks approval for the following:

    1. Approval for the following existing uses:

    • ‘Recreation – private’ (mini golf)
    • ‘Reception Centre’
    • ‘Tourist Development’
    2. Change of use of existing approved buildings for:

    • Garden Shed to ‘Shop’
    • Dwelling to ‘Caretakers’ Dwelling and Reception Centre
    • ‘Tavern’

    The purpose of the session is for the City’s planning staff to assist the public in interpreting the plans for the proposal that will be on display and answer any questions. These sessions are informal and give the community the opportunity to interact with planning staff on a one-on-one basis.

    Proposal for Development Application, Demolition of Existing dwelling, proposed Tourism Uses including Accommodation (Chalets), Café (Restaurant) and Micro Distillery (Brewery) – Lot 42 (116) Union Road, Carmel WA (DA17/0341)

    The proposal received related to a similar application lodged with the City in February 2017 which did not proceed to determination given that the application was withdrawn by the applicant. The key changes that have been made to the proposal are as follows:

    • The reception centre has been removed from the proposal.
    • The number of chalets have been reduced to 14 and relocated to a more central location of the site.

    An application has been received by the City for retrospective planning approval for works, building and land uses at Lot 1107 40 Masonmill Road, Carmel (Masonmill). The application follows approval of Local Planning Scheme 3 Amendment 85 which was gazetted on the 25th August 2017 approving additional land uses for Reception Centre, Tavern, Shop, Caretakers Dwelling, Garden Centre, Recreation Private and Tourism Development.

    The Conditions of the Amendment include:

    1. Development to be in accordance with a Local Development Plan approved by the Local Government.

    2. Prior to the granting of development approval, the applicant / landowner is to prepare a Bushfire Management Plan and have it approved by the Local Government.

    3. The applicant / landowner is to implement the approved Bushfire Management Plan.

    4. Prior to the granting of development approval, the applicant/ land owner is to prepare a traffic management plan and have it approved by the Local Government. The applicant / land owner is to implement the approved Traffic Management Plan.
