A Development Application (DA) is an application made to the City seeking consent to carry out development including construction, change of use of a property or premises, display of signage, or making alterations or additions to a property.

What is a Development Application and why is one needed?
A Development Application (DA) is an application made to the City seeking consent to carryout development including construction, change of use of a property or premises, display of signage, or making alterations or additions to a property. The DA is required so that the City can assess the likely impacts of the proposal and ensure that:

  • The proposal is a permissible and appropriate use of the site according to its zoning;
  • The proposal complies with the provisions of the Residential Design Codes, the City of Kalamunda Local Planning Scheme No.3, and any other relevant planning controls for the site;
  • To consider any environmental impacts upon the locality; and
  • To consider any impact upon the amenity of adjacent and neighbouring properties.

What is JDAP?

A Joint Development Assessment Panel (JDAP) is an independent decision-making body comprised of technical experts and elected local government representatives. Under the DAP regulations, each DAP will determine development applications that meet set type and value thresholds as if it were the responsible authority under the relevant planning instrument, such as the local planning scheme or region planning scheme. The DAP regulations state that DAP applications cannot be determined by local government or the Western Australian Planning Commission (WAPC).

    The City of Kalamunda has received an application for the proposed use of 14 Brentwood Road, Wattle Grove for stockfeed sales. The application incorporates the following key elements:

    • Retention and continued use of the existing dwelling.

    • Construction of Two (2) 12m x 40m steel sheds, 5m wall height and 5.8m ridge height.

    • The sheds are proposed to be used to store and sell hay, grain, chaff and stock feed.

    • Hours of operation are proposed to be 8am – 5pm, Monday to Friday, and 8am – 1pm on Saturdays.

    • A maximum of two (2) staff members would be on site at any given time, and it is expected that the site would receive approximately 20 customers per day.

    • It is estimated two (2) deliveries will be undertaken from the site per day, via an 8.8m small rigid truck and a four-wheel drive.
