What is an Activity Centre?

    Broadly defined, they are: community focal points for people, services, employment and leisure that are highly accessible. Key characteristics include their levels of diversity, accumulation of activities and access to public transport. For the purpose of this Strategy they are land zoned as Commercial or District Centre under the Local Planning Scheme, identified as Special Use or Additional Use under the Local Planning Scheme with that use considered to be associated with commercial zoned land, identified as Commercial or District Centre by a Structure Plan or identified as a potential location for commercial activity by this Strategy.

    Will the Activity Centres Strategy affect my property / business?

    The Strategy is a high-level document which recommends strategies and actions to be undertaken over the short, medium and long term. It is unlikely you will see any immediate change, though landowners and businesses may see correspondence from the City as each action is investigated further. All actions will be subject to a separate public consultation process. This document will have no immediate effect on your property zoning or business activity.

    Why do we need an Activity Centres Strategy?

    The City of Kalamunda is required to review commercial centres as part of the Local Planning Strategy (LPS). The LPS is essentially a stocktake of housing, the environment, commercial development and infrastructure throughout the whole local government area which is reviewed every five years. The Activity Centres Strategy (Strategy) forms one section of the LPS.

    The Strategy is produced to guide Council, its officers and applicants when considering the planning of activity centres through statutory and strategic planning processes.  

    The Local Planning Strategy is required to be prepared in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015 Schedule 2, Part 2; and Local Planning Manual 2010. 

    The City of Kalamunda Local Planning Strategy consists of six sub-strategies including: 

    • Local Housing Strategy 
    • Industrial Strategy 
    • Public Open Space Strategy 
    • Environmental Land Use Planning Strategy 
    • Activity Centres Strategy 
    • Rural Strategy

    What is in the Activity Centres Strategy?

    The Strategy will ensure that activity centres are delivered to optimise community benefit by providing direction to guide the future development and enhancement of amenity. The Strategy establishes a hierarchy of activity centres (District, Neighbourhood, Local and Convenience) and places all of the City’s activity centres within one of those categories. Retail modelling was undertaken to predict the future retail demand and expansion of activity centres and determine whether future and potential activity centres would be viable. A series of strategies and actions have been established within the Strategy to help deliver the vision and objectives of the Strategy.

    What are the key actions of the Activity Centres Strategy?

    There are four objectives which have a number of strategies which have included detailed actions and a time frame for implementation. These strategy areas are:

    1.1 Identify catchments around activity centres for development opportunities.
    1.2 Activity Centres to compliment aged care.
    To ensure an equitable spatial distribution of facilities so that communities are not geographically disadvantaged from activity centres.
    2.1 New significant development areas are to include an appropriately sized and located service centre based on needs and demands.
    2.2 Improve access to Activity Centres in areas which have limited access and/or limited facilities.
    2.3 Enable increased commercial activity in appropriate locations.
    To improve the aesthetics of activity centre environments.
    3.1 Facilitate activity centre public and private realm improvements.
    3.2 Prepare new design criteria for Neighbourhood and Local Activity Centres
    Reflect best practice land use planning and provide a robust framework for local commercial and activity centres.
    4.1 To identify commercial uses to locate in commercial centres to assist the commercial viability of centres.
    4.2 Provide modern and flexible development guidance.
    4.3 Ensure compliance with up-to-date strategic land use policy and economic analysis which applies to Perth and the City.
    4.4 Best practice planning for District Centres.

    What will happen next?

    On conclusion of the community engagement process, the City will collate and analyse all feedback which will be considered in finalising the draft Activity Centres Strategy. Once the draft is finalised, it will be submitted to its upcoming Ordinary Council Meeting (OCM) for adoption. Once adopted, the City will advertise this in the local newspaper, on the website and via social media.
