Background

The City of Kalamunda Arts Advisory Committee was formed by Council in 2018 with the objectives of developing an Arts Vision for the City and to provide advice to Council on the development and implementation of a City Art Policy and Strategy. In February 2019, Council endorsed the draft Art Strategy and Public Art Policy for public advertising.

Engagement Activities & Promotion

Copies of the draft Strategy and Policy were made available on the City's engagement platform, with users able to leave their feedback via an online form. The feedback form was promoted to subscribers to the Zig Zag Gallery email list, the City's social media platforms, at City events (such as the Corymbia Multicultural Festival and Morning Music) and one placement in the Echo Newspaper. The Arts Strategy received 38 responses, while the Public Art Policy received 22 responses (a total of 62). The majority of responses were favorable with 27/38 respondents supporting the implementation of an Arts Strategy.

Outcome

At the end of the consultation period, the collated public feedback was provided to the Arts Advisory Committee for consideration. At the meeting of the Kalamunda Arts Advisory Committee dated April 4, 2019, members discussed the community feedback and directed a subcommittee to revise the Art Strategy taking the community feedback into consideration.

The Creative Communities: An Arts Strategy was put forward to Council and endorsed for adoption at the 25 June 2019 Ordinary Council Meeting. The Local Planning Policy - Public Art Contributions (LPP 26) was adopted at the 26 November 2019 Ordinary Council Meeting.

    The City of Kalamunda is looking to make the arts a bigger part of life in the City and has developed a draft Arts Strategy which is open for comment.

    The Arts Strategy has three key focus areas and will focus on:
    • Place-making and visual identity - Enhance our visual identity through the public art policy and development of a Public Art Masterplan.
    • Enriching community through enhanced linkages to Noongar culture, engaging with community and facilitating residency programs and events.
    • Growing our arts economy through local arts investment and partnership opportunities.

    The City of Kalamunda has developed a draft Public Art Policy which is open for comment.

    The Public Arts Policy will guide the installation of artworks in public places across the City and aims to:
    • Develop and promote community identity and improve the quality of the City’s built environment
    • Increase the social, cultural and economic value of the City
    • Establish new design partnerships between artists, architects and other professionals
    • Engage with community in a way that contributes to their understanding of spaces and places near where they live
    • Increase public awareness of the value of art and design and support and celebrate contemporary art and
    • art practice
    • Expand the City’s art collection for the enjoyment of residents and visitors
    • Enhance the reputation of the City as a modern, vibrant and culturally enriched environment with global ambitions for residents and visitors
