What are the Arts Strategy and Public Art Policy? Are they separate documents?

The draft Arts Strategy (the Strategy) and draft Public Art Policy (the Policy) are separate documents. The draft Public Art Policy is a guiding document that is a deliverable identified in the draft Arts Strategy. In essence, the Policy falls under the Strategy.

The draft Arts Strategy has three key focus areas: place-making and identity, enriching community and growing the City’s arts economy. The draft Public Art Policy (which falls under the Strategy) will provide guidance for the installation of artworks in public places across the City and will improve the visual amenity of the City’s built environment.

What is the goal of the draft Arts Strategy and Public Art Policy?

The goal of the Strategy is to highlight the strategic value and importance of arts and culture within the City of Kalamunda.

The Strategy aims to add to the City’s visual appeal, strengthen sense-of-place, diversify the economy and elevate arts practice that is accessible, challenging and engaging.

The Policy will guide installation of public art within the City of Kalamunda and will apply to all applications for development approval for multiple dwellings, mixed use or non-residential developments (including additions, extensions or redevelopments of these redevelopments).

What are the key focus areas of the draft Arts Strategy? What can we expect to see?

The three key focus areas of the Strategy are:

    • Place-making and identity: Urban and Commercial Developments and Renewal (through development of a Public Art Policy and Public Art Masterplan)
    • Community enrichment, Creativity and Pride: Shared experiences created by and for local residents and visitors to the City of Kalamunda.
    • Growing the City’s art economy: Investment in local artists and the Open Studios Program, establishment of a unique international sculpture event and identifying partnership opportunities.

Why do we need an Arts Strategy and Public Art Policy?

Arts and culture play an important role in community. Arts are a way of building community strength, encouraging personal creativity and celebrating our identity. Through the Strategy we can embrace our arts and culture as creators, a captive audience or as a source of ideas.

In addition, the arts and culture sector in Kalamunda has serious tourism potential. The Strategy will work towards boosting the profile of our local arts and culture sector through the identification of investment and partnership opportunities, residency programs for local artists, facilitation of events to promote and profile local art and much more.

How will the information be used?

Following the public comment period, staff will review the community feedback and prepare a report to Council on the outcomes of the consultation. The results of all the feedback will also be incorporated into the final drafts of the Arts Strategy and Public Art Policy.
