The Big Picture Update

The Big Picture was drafted to guide the City’s long-term planning and investment in community facilities — ensuring they are fit for purpose, accessible, and reflect the aspirations of our growing and diverse population.

Community Engagement

Between February and November 2023, the City ran a nine-month engagement program to invite feedback on the Big Picture vision.

Community involvement included:

  • 89 online survey responses and 13 direct submissions
  • 19 face-to-face sessions, including workshops and pop-ups across libraries, shopping centres, and sporting venues
  • Dotmocracy-style voting at City sites to understand project preferences
  • Ongoing promotion via EDM, the City’s website, social media, and local newspaper ads

Over 2,300 people became aware of the consultation, with over 400 downloads of the draft plan and strong interest across suburbs.

What We Heard

Key themes included support for long-term planning, calls to upgrade and retain key facilities, stronger youth amenities, and better clarity around funding and delivery. While many welcomed the vision, there were concerns about losing existing assets, perceptions of imbalance between Hills and Foothills investment, and a need for more inclusive, transparent decision-making.

Outcomes

Findings from The Big Picture engagement continue to shape key strategic documents including future planning, infrastructure and community wellbeing initiatives.

The feedback has also helped guide project priorities and refine the City’s advocacy efforts. The City will continue to keep the community involved as our forward planning evolves.




Background

Our community facilities are ageing, and the way we use them is changing. A new approach is required to meet the needs of current and future generations across the entire City of Kalamunda, which is why the City has drafted a Big Picture Vision for Community Facilities.

This vision is driven by two aspirations:

  • To provide modern 21st Century facilities that are effective, efficient and serve the needs of current and future generations.
  • To reduce, over time, the cost burden to ratepayers from the City operating, maintaining and renewing poorly utilised aging facilities, and to remove duplication of services.

The community have been asking for new facilities for the past decade, evidenced through the many strategic community engagement processes the City has undertaken. It’s now over to you to let us know what you think of the City’s Big Picture Vision.

The City is seeking feedback on the draft Plan. The feedback will be considered prior to making modifications and consideration of the Plan for final adoption.
