The City of Kalamunda periodically reviews its land asset portfolio to ensure that these resources can demonstrate community benefit and meet the City’s long term financial and asset management objectives.

In February 2025, the Council resolved at its Ordinary Meeting to commence the sales process for Lot 8 (3) Urch Road and Lot 7 (12) McRae Road, Kalamunda (subject lots). The Council has also committed a portion of the sales proceeds to improving the adjacent Andrew Street Reserve for environmental amenity improvements.

This decision will contribute to investment in community assets to benefit a growing and changing population, and additional housing opportunities consistent with the surrounding neighbourhood.

The subject lots are held in fee simple and zoned Residential R10/20 under the provisions of the City’s local planning scheme. Therefore, the subject lots can be developed for residential use. The subject lots are adjacent to Andrew Street Reserve but are not part of the reserve.

Urch Road and McRae Road, Kalamunda

In 1982, the then Shire of Kalamunda received the subject lots as payment for the construction of roads enabling the subdivision and construction of homes in the local area.

The considered sale of surplus land assets will provide the City with an opportunity to support community-based projects and improvements and delivery of more housing opportunities in the City.

The sale of the subject lots will generate revenue to support the City's long term financial position and help prioritise social, economic and environmental enhancement. In this regard the Council in resolving to support the commencement of the disposal of the subject lots, also resolved to allocate budget funding from the sale of the lots for expenditure on enhancements to Andrew Street Reserve.

The sale of the two lots is regulated under section 3.58 of the Local Government Act 1995 (Act). This section of the Act outlines the requirements for the disposal of property by a local government to ensure transparency and fairness.

This requires the City to dispose of the subject lots by a number of means. In this instance the subject properties will be listed for sale through private treaty. Following an offer the details will be advertised to the local community for comment and thereafter presented to the Council to consider any submissions received before making a final decision. This process is expected to commence in the second half of 2025.

In preparation for the sale, the subject lots have been resurveyed and pegged and will be fenced. In addition, work will commence on the subject lots for weed control and to manage the bushfire risk. It is anticipated that the subject lots will be available to the market in the next 3 months.

To ensure continued safe and convenient public access, the City will construct a compacted gravel path to formalise the connection from Andrew Reserve to McRae Road.

Further enhancements to Andrew Street Reserve are also proposed and community consultation will be undertaken in the second half of 2025 to explore how the reserve can be reimagined to better support community connection, access and amenity.
