Fenced Dog Exercise Parks

Consultation concluded on 21 February 2020.

UPDATE 10 July: Pawsome news! The Fenced Dog Exercise Park concept for Elmore Way Park in High Wycombe has been given the green light for approval!

Works will commence this financial year.

On 14 May 2020, the Hon Rita Saffioti MLA, Minister for Planning wrote to the City of Kalamunda, granting approval for the application of cash-in-lieu funding for the Fenced Dog Exercise Park at Elmore Way Park in High Wycombe.

At the 24 March 2020 Ordinary Council Meeting, Council resolved to:

• NOTE the submissions received during advertising of the proposed location and concept plans of the proposed fenced dog exercise parks at Elmore Way, High Wycombe and Federation Gardens, Hartfield Park, Forrestfield.
• ADOPT the modified fenced dog exercise park location and concept plans at Elmore Way Park, High Wycombe
• AUTHORISE the Chief Executive Officer to progress a request to the Minister for Transport; Planning to utilize existing Public Open Space cash-in-lieu funds to construct the proposed fenced dog exercise at Elmore Way Park, High Wycombe.
• CEASE investigations for the proposed fenced dog exercise park location and concept plans at Federation Gardens, Hartfield Park, Forrestfield based on community feedback and defer investigations for another potential site until the outcomes of Elmore Way Park have been adopted.

Community Engagement

The City of Kalamunda undertook community consultation in early 2020 to present two proposed Fenced Dog Exercise Park concepts for public comment. The proposed sites were at Elmore Way Park in High Wycombe and Federation Gardens at Hartfield Park, Forrestfield.

The survey (hard copy and online) was open from 17 January to 21 February 2020. The survey received 204 responses.

Key Findings

Elmore Way Park, High Wycombe

• 73% of respondents rated the Elmore Way Park proposed concept plan as either good, or excellent, compared to 7% who rated the proposed concept plan as poor.
• A number of submissions raised concerns regarding the size and location of the small dog exercise area, in response to this the proposed fenced area has been shifted to the north of the site and the small dog area has been increased in size.

Federation Gardens, Hartfield Park, Forrestfield

• Six written objections and 15 survey objections were received due to the location, existing use of the site and the size of the proposed fenced dog exercise park.
• Majority of feedback showed that the site already functions well as an off-leash dog exercise area with access to the pond and should remain as is.
