The City is keen to hear from Community Groups interested in running a Community Recovery (Tip) Shop at the Walliston Transfer Station. The Shop is expected to open late in 2021 and will provide items with a second life that might otherwise end up in landfill.

Expressions of Interest have been extended and will close 5pm, Wednesday 21 April 2021.

Background Information and City of Kalamunda Requirements

Basic Premise

  • The Community Group will operate a Shop from which goods that have been disposed of at the Transfer Station that have potential resale value can be made presentable by Community Group and sold to the public.
  • The Community Group can retain all proceeds from these sales.
  • The Community Group will be required to enter into a licence agreement with the City covering conditions of occupancy of the site.
  • The City would provide a suitable storage and sales area accessible by the public generally as shown below:

  • The public would be able to enter the shop without needing to use their entry passes.
  • The Community Group would be able to remove items off site for refurbishment off site and eventual return to site for sale.
  • The City would permit the Community Group to use staff amenities (toilets etc) on site.
  • The Community Group would need to operate the shop at least once per quarter, with ability to open more often depending on success.
  • The City would provide some marketing support.
  • City staff would identify disposed goods that have good resale value and move them into the Shop area as part of their day to day duties. The Community Group would not be permitted to enter the Transfer Station disposal areas to ‘forage’ for goods.
  • Products are sold to the public ‘as is’. The Community Group would not be expected to provide any warranty or guarantee of suitability of items sold.
  • Products that are intended to be connected to mains power shall have a qualified electrician engaged by the Community Group to inspect and tag the item as being electrically safe before being sold.

Insurances

The Community Group is required to provide insurance covering Public Liability within the Shop site as well as coverage for Volunteers. If paid staff are engaged for this Shop, then the Community Group shall demonstrate appropriate levels of Workers Compensation insurance.

Likely Operating Date

The City is now engaging consultants to undertake the redesign of Walliston Transfer Station with a view that construction of new facilities will be completed by late 2021 calendar year. Upon completion of these works, we see that it is feasible for a dedicated customer entry for the Shop would be available without customers needing to use their entry passes to gain access.
