Why has the City undertaken Draft Hartfield Park Master Plan (HPMP) Stage 2?

    The principal aim of the Draft HPMP Stage 2 is to co-locate sporting club facilities at Hartfield Park. The original 2010 HPMP (Stage 1) identified that several existing facilities were single use and indicated the need for a co-located Rugby Union / Cricket Facility and Bowls / Tennis Facility. The City has since received several significant financial requests from clubs at Hartfield Park to address facility functionality issues including unisex changerooms, universally accessible toilets, storage, and other contemporary amenities. 

    To ensure a coordinated planning approach and to maximise opportunities for active and passive recreation in a sustainable manner over the next 15 to 20 years the HPMP Stage 2 project was initiated.

    What does this mean for Hartfield Park Recreation Centre?

    The Draft Hartfield Park Master Plan (HPMP) Stage 2 is focused on co-location of sporting club facilities. The Hartfield Park Recreation Centre was not considered as part of this project.

    What was Hartfield Park Master Plan (HPMP) Stage 1?

    The original HPMP was endorsed by Council in 2010 and is now referred to as HPMP Stage 1. In 2013, the City received $6m to implement the HPMP. Key features of the HPMP completed included:

    • A new grassed playing field and clubroom for hockey and teeball at the old pony club site.
    • Expansion of Morrison Oval playing field space.
    • Implementation of the Hartfield Park Aquifer Recharge Project.
    • New grandstand and changeroom upgrade for Football (soccer).
    • New match standard sports lighting for Rugby Union and Football (soccer).
    • New viewing area for AFL at Reid Oval.
    • New car parking to Bowls.
    • New playground.
    • Refurbished tennis courts.

    How was the Draft Hartfield Park Master Plan (HPMP) Stage 2 developed?

    In September 2019, the City commissioned Dave Lanfear Consulting to undertake the HPMP Stage 2 project. The draft HPMP Stage 2 project was developed based on consultation with the various user groups within the prescribed study area and affected State Sporting Associations. The consultant has completed a detailed site analysis and considered the current and emerging trends in the sporting and recreational industries relevant to this project.

    What is proposed in the Draft Hartfield Park Master Plan (HPMP) Stage 2?

    The draft HPMP Stage 2 proposes the following key projects:

    • New clubroom facilities for AFL / Little Athletics; Bowls and Tennis; Rugby Union and Cricket.
    • Unisex changerooms for Rugby League and Football (soccer).
    • New Little Athletics infrastructure including long jump pits.
    • Extension of Morrison Oval with new sports floodlighting.
    • A new facility for Foothills Men’s Shed.
    • Expanded and realigned car parking across Hartfield Park.
    • New cricket nets.
    • Conversion of a grass bowling green to synthetic.
    • Development of two new tennis courts.

    What will be the benefits of the Draft Hartfield Park Master Plan (HPMP) Stage 2?

    The primary benefits of the HPMP Stage 2 will include:

    • Consolidate existing single use sporting facilities, into shared use facilities, which will achieve the following benefits:
      • Prevent duplication of sporting facilities and encourage increased usage.
      • Increased viability of clubs and facilities, as they can share capital and operational costs across multiple users.
      • Better utilise the limited space available, to improve functionality and sporting outcomes at the site.
      • Align to State and Federal Government capital funding programs, which will increase the likelihood of obtaining funding.
    • Provide contemporary sporting facilities for the various sporting clubs that address their current and future needs including: unisex changerooms, universally accessible toilets, storage, kitchens and other contemporary amenities. This will ensure the recent growth in women’s participation, in traditionally male dominated sports, is catered for into the future.
    • Provide additional playing field and lighting space at Morrison Oval to maximise sports space at the site and aid in meeting future growth projections.
    • Provide new or upgraded sport and recreation infrastructure across the site that is required by the local community.
    • Decommissioning of the old Scouts facility will enable the existing flora and fauna to be protected.
    • An initial funding investment for implementation of the HPMP Stage 2, has already been secured through a $2 million Federal Government grant, with $500,000 specifically identified for new unisex changerooms at Reid Oval. 

    When will the Draft Hartfield Park Master Plan (HPMP) Stage 2 be implemented?

    HPMP Stage 2 is a 15-to-20-year Plan and pending adoption by Council, development will be subject to securing significant external funding in addition to the City of Kalamunda’s Long Term Financial Plan and annual budget deliberation processes.

    On conclusion of community and stakeholder consultation, the draft HPMP Stage 2 will be finalised and a report put forward to Council.

    The HPMP Stage 2 is considered to have an implementation phase over a 15-to-20-year period.

    The City has been successful in obtaining a $2 million Federal Government Election Commitment. In November 2020, Council resolved to endorse the City submitting a grant application to the Federal Government and to leverage the $2 million Federal Government funding commitment at Hartfield Park as per Option Four for the following priority projects:

    1. Project One – AFL / Little Athletics Stage One at Reid Oval;
    2. Project Two – Little Athletics – New long jump pits at Reid Oval;
    3. Project Three – Rugby League clubrooms;
    4. Project Four – Bowling Club extension Stage 1; and
    5. Project Five – Bowling Club extension Stage 2: Co-location of Tennis with Bowls.

     

    A future Community Sporting and Recreation Facilities Fund (CSRFF) forward planning grant application will be submitted in September 2021 for the identified priority projects at Hartfield Park to meet the identified funding gap. In the event of a successful CSRFF funding application, Council will need to consider any City funding contributions as part of the 2022/23 and 2023/24 annual budget deliberation process.

    The implementation of all other HPMP Stage 2 projects will be known as HPMP Stage 3, which will be subject to the City securing significant external funding. As with other major City projects and Reserve Master Plans, the City will develop an advocacy campaign to attract significant external funding opportunities.

    The draft HPMP Stage 2 is currently advertised to the public for comment until Wednesday 26 May 2021, 5.00pm. All consultation will then be collated as part of the final Master Plan and provided back to Council for consideration in late-2021.
