What is the Haynes Street Upgrade Project?

    The Haynes Street Upgrade Project is one of the major projects contributing to the revitalisation of the Kalamunda Town Centre as part of the Kalamunda Activity Centre Plan. The Activity Centre Plan is the guiding document underpinning the revitalisation of the Kalamunda Town Centre, shaping its future positioning as a contemporary, attractive and functional centre for residents and visitors alike.

    As part of this, it is envisaged for Haynes Street to become a clearly identifiable ‘high street’ connecting to the wider Kalamunda Town Centre.

    How was the Kalamunda Activity Centre Plan developed?

    In 2018, the City of Kalamunda undertook preliminary community and stakeholder engagement to understand the community’s 10-year vision for the Kalamunda Town Centre.

    Through a range of workshops, surveys and conversations, the City engaged with Kalamunda businesses and residents. Their ideas and comments were incorporated into the draft Kalamunda Activity Centre Plan, which was endorsed by Council at the 24 March 2020 Ordinary Council Meeting and lodged with the Western Australian Planning Commission (WAPC).

    What works are proposed under the project?

    The vision of the Kalamunda Activity Centre Plan is for Haynes Street to become a clearly identifiable ‘high street’ enhancing an already functioning urban fabric and increasing pedestrian focus and connectivity.

    This will be achieved through:

    • Re-establishing Haynes Street as a clearly identifiable ‘high street’ connecting to the greater Kalamunda Town Centre.
    • Increasing pedestrian safety and connectivity, including safer parking for cyclists and people with a disability.
    • Providing a pleasant environment for residents and visitors to enjoy, with shade, rest stops, weather protection and wider footpaths.
    • Enhancing and strengthening local business opportunities.

    When will the design be released for public comment?

    PLACE Laboratory has worked with the City to produce a Draft Concept Plan for the Haynes Street upgrade. This Draft is currently available to view in the documents section of the Kalamunda Engage portal. You can also view conceptual images of the Draft Concept Plan in the photo gallery, or pop into your local library and view the Draft.

    Will the street be closed during construction?

    When construction commences, there will be temporary disruption to the roadway and footpaths in a staged manner to allow new works to be built. The City will work with business owners to ensure this disruption is as painless as possible.

    How can I provide feedback?

    The City of Kalamunda invites residents and stakeholders to provide feedback on the Draft by completing the Haynes Street Draft Concept Plan survey. The survey can be found on this Kalamunda Engage web page, or hard copies are available at all City libraries and Administration.

    The City has also formed a Reference Group which will provide a forum for local representatives comprising of business operators and landowners, City staff and the Mayor, as well as the design and construction teams.

    What will happen next?

    On conclusion of the community engagement process, the City will collate and analyse all feedback which will be considered in finalising the design concept for Haynes Street. Once the draft is finalised, design specifications and constructability for works to be undertaken will be finalised and advertised for public comment.
