A Strategy to meet the future housing needs of our growing community.

Background

The City of Kalamunda advertised the draft Local housing Strategy (Strategy) for public comment from 9 April to 29 May 2020. The draft Strategy considers all land Urban and Rural under the Metropolitan Region Scheme (MRS) and considers urban land rezoned Residential, Mixed Use, Urban Development and rural land zoned Special Rural, Residential Bushland, Rural Conservation, Rural Landscape Interest, Rural Agriculture and Rural Composite.

The Strategy looks to increase the quality and diversity in housing types, support more sustainable features, promote active transport, provide safe active streets for residents and is also an opportunity to identify opportunities for improvement in the current local planning framework.

The draft Strategy is reviewed every five years and would supersede the existing Local Housing Strategy 2014.

Promotional and Engagement Activities

Consultation progressed to iap2 spectrum level ‘consult’ to obtain public feedback on analysis, alternatives or decisions. The feedback mechanisms used were a community survey (available both online and via hard copy) and an online community information session.

The project was supported by an integrated marketing campaign which included: a print ad in the Echo Newspaper, advertising and promotion on the City’s social media channel and promotion through to the City’s newsletter and EngagementHQ subscribers.

The survey received a total of 36 submissions, while the Online Information Session had between 10-12 participants from the community attend. For more information, please read the Community Engagement Report.

Council Consideration of Submissions and Modifications for Final Adoption.

Submission on the City of Kalamunda’s draft Local Housing Strategy (LHS) have been considered and a report is scheduled for submissions, modifications and a final Local Housing Strategy to be considered at the July Public Agenda Briefing Forum (Forum) and Ordinary Council Meetings

  • Public Agenda Briefing Forum: 13 July 2021, 6:30pm
  • Ordinary Council Meeting: 27 July 2021, 6:30pm

Venue: City of Kalamunda Council Chambers - 2 Railway Road, Kalamunda

The public are welcome to attend both the Forum and Ordinary Council Meeting.

Those who would like to address the Forum on a particular item are requested to arrive at 6:15pm in order to register their name.

Following the Forum, the matter will then be formally considered by the Council at its Ordinary Council Meeting on Tuesday 27 July 2021. Further opportunities are available to address the Council at this meeting.

If you are attending the Forum, we recommend that you obtain a copy of the agenda, which will be available from this office on Friday, 9 July 2021. The agenda may also be viewed on the City’s website www.kalamunda.wa.gov.au in the Agenda and Minutes section, and copies of the agenda are available from all City Libraries on Saturday morning for viewing and copying.


Outcome

At the Ordinary Council Meeting on 27 July 2021 Council resolved to

  1. ACKNOWLEDGE the submissions received during public advertising of the draft Local Housing Strategy. For more information, please read the Community Engagement Report.
  2. ADOPT the Local Housing Strategy 2021 as outlined in Attachment 5 – Local Housing Strategy 2021, and implement the actions therein subject to the following additional phrasing being added to Section 11.3 as follows: “Should the WAPC in their consideration of the review of the NE Framework, signal to the City and landowners that they may be open to considering the area for future subdivision, the City may consider comprehensive planning proposals prepared by landowners in accordance with relevant local, state and federal environmental and planning requirements. Due consideration will also be required to be given to the requirements of the City’s Local Planning Policy 18 - Requirements of Local Planning Scheme Amendments and Local Planning Policy 28 – Delivery of State and Local Strategies Through the Preparation of Structure Plans.”
  3. ACKNOWLEDGE the Local Housing Strategy will undergo graphical and illustrative changes prior to uploading to the website for public viewing.

    The draft Local Housing Strategy (Strategy) analyses housing in the City of Kalamunda, along with influencing factors such as population, demographic profile, existing housing stock and infrastructure. This Strategy is reviewed every 5 years and enables the City to meet the changing demands and needs of our community.

    The Strategy has five strategies which aim to streamline the City’s planning framework, increase quality and diversity of housing types, support more sustainable features, enhance the character of existing suburbs and promote safe activity hubs for residents.
