Draft LPP35 is intended as an interim measure to guide subdivision and development within the Hatch Court Light Industrial Area (HCLIA) in a manner that does not prejudice or prevent coordinated planning and infrastructure delivery in future through a Local Structure Plan (LSP), Development Contribution Plan (DCP), and Design Guidelines (Planning Framework).
The intent of draft LPP35 is not to deliver a preferred outcome for the road alignment, rather make provision for a road once the alignment has been determined through the preparation of the planned LSP for the HCLIA.
The approximate future road alignment shown in Figure 1 of draft LPP35 is conceptual only, and represents one option for consideration through the Local Structure Plan (LSP) process. Importantly, approval of draft LPP35 will not mandate the preferred alignment of the future road, this decision will be dealt with through the LSP process.
The local community will have the opportunity to review and provide comment to the Local Structure Plan (LSP) and in particular the preferred road alignment design and all supporting technical documents when the LSP is advertised for public comment.
At this stage, the City anticipates community consultation for the draft LSP will occur in approximately mid 2026.
All submissions received about draft LPP35 will be collated and responded to in a report to Council, which has been tentatively scheduled for the February Ordinary Council Meeting.

LPP35 will provide guidance to land owners/prospective purchasers of land within the Hatch Court Light Industrial Area should they wish to develop or subdivide their property.
The previous version of LPP35 was not supported by affected landowners, so the Policy did not proceed. However, the need for a coordinated approach to the planning of the Hatch Court Light Industrial Area remains. The intent of the new Policy has therefore changed to reflect a more holistic approach to address the previous concerns of landowners.
