    In accordance with Clause 6.6 of Local Planning Policy 11 – Public Notification of Planning Proposals, the City of Kalamunda is seeking preliminary comment on proposed Local Planning Scheme No.3 Amendment No.103 prior to council considering the Amendment for formal advertising. The Amendment proposes:

    • Reclassifying Lot 613 (4) Varley Street, Lesmurdie (known as Reserve 29190) from a ‘Local Open Space’ local scheme reserve to a ‘Civic and Community’ local scheme reserve as depicted on the Scheme Amendment Map.
    • Introducing a new ‘Civic and Community’ local scheme reserve on the Scheme Map legend.

    Local Planning Scheme Amendment Available for Inspection
    Standard Amendment

    The City of Kalamunda has initiated the above Local Planning Scheme No. 3 Amendment No. 94 for the purpose of:
    • Rezoning Lot 112 (280) Holmes Road and Lot 14 (323) Hawtin Road, Forrestfield to ‘Special Use’; and
    • Inserting the following site-specific development conditions into Schedule 4 of the Scheme:
    • Land use permissibility shall be in accordance with the provisions of the Special Rural Zone.
    • Within this zone the following uses are not permitted unless approval is granted by the Council (‘A’):
      • ‘Ancillary Dwelling’
      • ‘Caretakers Dwelling’
      • ‘Community Purpose’
      • ‘Residential Building’ and
      • Place of Worship’.
    • The term ‘Residential Building’ shall have the same meaning given to it in the Residential Design Codes, as amended.

    Forrestfield U7 Outline Development Plan

    Notice is hereby given that the Local Government of the City of Kalamunda has received an application for an amendment to the Forrestfield U7 Outline Development Plan. The proposed amendment involves the density increase from R12.5 and R20 to R20 and R40 respectively, for Lot 17 (228) Sultana Road East, Forrestfield. Further, the road layout of the existing structure plan will be changed to accommodate the proposed density of the site.

    Karingal Green Outline Development Plan

    The City of Kalamunda advertised an application for an amendment to the Karingal Green Outline Development Plan to you on 30th November 2018. Resulting from the advertising process, the proposal has been subsequently amended to extend the R60 density code to Lots 319 & 320 Catspaw Way and Lots 312-315 Buttercup Crescent, High Wycombe.

    Stage 1 – Design Guidelines

    At the Ordinary Council Meeting (OCM) held 30 April 2019, Council resolved to:

    “ADOPT the Forrestfield / High Wycombe Industrial Area Design Guidelines for the purposes of public advertising for not less than 28 days.”

    The Design Guidelines have been reviewed to incorporate the additional development standards to support composite uses on Lot 50 Sultana Road West, as well as the relevant changes to the adopted Forrestfield / High Wycombe Industrial Area Structure Plan as modified and to provide a contemporary planning policy which aligns with the City’s current planning framework.

    Local Planning Scheme Amendment Available for Inspection
    Complex Amendment

    The City of Kalamunda has initiated the above Local Planning Scheme No. 3 Amendment 101 for the purpose of public advertising. Amendment No. 101 relates to the introduction of a Development Contribution Area (DCA) over the Kalamunda Wedge of the Maddington Kenwick Strategic Employment Area (MKSEA).

    • The area has historically been used for rural and rural lifestyle land uses. The future industrial development of the area will generate the need for the provision of new infrastructure and upgrades to existing infrastructure. Given the fragmented nature of land ownership, and the need to achieve a coordinated approach to the delivery of infrastructure, a Development Contribution Plan (DCP) is considered necessary to facilitate infrastructure provision in an equitable manner. A DCA is required to be introduced into the Scheme to enable a DCP to be prepared. For this reason, each of the local governments are proposing to introduce a DCA over the area.

    A DCP is also known as an ‘infrastructure levy’, established to provide for infrastructure construction and upgrades in an area, where the subdivision or development of land creates additional demand for infrastructure such as roads or drainage requirements. DCPs effectively operate on a ‘user pays’ basis, with contributions payable at the time of subdivision or development, typically on a ‘per-lot’ or ‘per square metre’ basis.

    It is hereby notified for public information, in accordance with section 87 of the Planning and Development Act 2005 that the Minister for Planning Lands and Heritage approved the City of Kalamunda Local Planning Scheme Amendment No. 95 on 19 December 2018.
