    P-DEV 48: Extensions of Approvals, Refunding, Waiving, and Reducing Planning and Building Fees policy

    Council at its Ordinary Meeting held on 18 December 2018 resolved to adopt the revised P-DEV 48: Extensions of Approvals, Refunding, Waiving, and Reducing Planning and Building Fees policy pursuant to Clause 5(2) of the Planning and Development (Local Planning Scheme) Regulations 2015.

    The Policy has been reviewed and revised with the purpose of ensuring all decisions with respect to requests for refunds are appropriately documented. Part 3 "Refund of Planning Fees" has been amended to reference the process where development applications are submitted to the City but do not require planning approval.

    P-DEV 64: Requirements for Local Planning Scheme Amendments

    Council at its Ordinary Meeting held on 18 December 2018 resolved to adopt the Local Planning Policy: P-DEV 64: Requirements for Local Planning Scheme Amendments, pursuant to Clause 4(3)(b)(i) and Clause 4 (4) of the Planning and Development (Local Planning Scheme) Regulations 2015.

    Council at its Ordinary Meeting held 23 October 2018 resolved to adopt the draft Local Planning Policy P-DEV 65: Heritage Area – Welshpool Road East – Avenue of Lemon Scented Gums for the purpose of advertising.

    The purpose of the draft Policy is to provide guidance for development within the area of the lemon scented gums located on Welshpool Road East, and details the procedures for making applications for development approval within the area.

    Alternatively, the draft policy can also be viewed at the City of Kalamunda Administration, 2 Railway Road, Kalamunda during office hours.

    The City of Kalamunda has prepared draft Local Planning Policy Design Guidelines - Maddington Kenwick Strategic Employment Area.

    The Policy has been written with the intent of protecting the amenity of the locality and that of the surrounding landowners as well as providing comprehensive guidelines for the design and consideration of development within the precinct.

    The draft Local Planning Policy is being advertised for public comment pursuant to Clause 3(1) of Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015.

    Alternatively, the documentation can be viewed at the City of Kalamunda Administration Centre located at 2 Railway Road, Kalamunda during office during business hours.

    Community Information Evening
    Please be advised that the City will be holding a drop-in community information evening.
    Date: 31 October 2018 between 4:00pm and 5:00pm.
    Location: City’s Administration Centre Function Room, 2 Railway Road, Kalamunda (access from the Railway Road side of the building).

    The purpose of the session is for the City’s planning staff to assist the public in interpreting the the policy and to answer any questions. These sessions are informal and give the community the opportunity to interact with planning staff on a one-on-one basis.

    The purpose of the draft policy is to provide community guidance on the level of detail that the City requires as part of a Standard or Complex amendment to the Local Planning Scheme

    Council at its Ordinary Council Meeting held on 28 August 2018, resolved to adopt draft local planning policy P-DEV 64 – Requirements for Local Planning Scheme Amendments for the purposes of public advertising.

  • Approval of P-DEV 45: Public Notification of Planning Proposals

    Council at its Ordinary Meeting held 19 December 2017 resolved to proceed with amending P-DEV 45 – Public Notification of Planning Proposals.

    The Policy is now operational and provides guidance on the exercise of discretion under the Scheme in terms of when public advertising is undertaken, and the means and duration of public advertising periods for different types and levels of planning proposals.

    Policy Objectives

    a) To recognise the importance of community and stakeholder engagement in the assessment and determination of planning proposals.

    b) To provide a consistent approach on the circumstances when the City undertakes public advertising of planning proposals, as well as the means and duration of public advertising periods;

    c) To recognise not all planning proposals should be advertised in the same manner, and that discretion should be applied on a case by case basis given the varying significance, scale and nature of proposals received by the City;

    d) To recognise the balance between the need for the community to be informed of, and have reasonable opportunity to provide input into planning proposals and the timely and accurate determination of planning proposals;

    e) Within the operative statutory framework, to achieve an appropriate balance between the community’s reasonable expectations and the applicants’ development entitlements; and

    f) To encourage a practical administrative process of public advertising for planning proposals.

    In response to an increasing trend and demand for lands for the purpose of places of worship, including multi-use facilities, the City of Kalamunda seeks to establish policy guidance with respect to the location and application for additional or special land uses for the purposes of development of places of worship.
