High Wycombe South (Forrestfield North) Local Structure Plan

Planning and Development Act 2005

On 12 October 2021, the Council adopted a proposed amendment to the High Wycombe South Residential Precinct Local Structure Plan (LSP) for the purpose of public advertising.

The current LSP was approved by the Western Australian Planning Commission (WAPC) in June 2020. Following the LSP’s approval, the City continued the preparation of the planning framework for the broader High Wycombe South area. This included the preparation of the Activity Centre Structure Plan (ACSP) for the Transit Orientated Development (TOD) Precinct.

Through the preparation of the TOD Precinct ACSP, in collaboration with State Agencies, several amendments to the approved LSP were identified as being required to ensure the coordination of TOD and Residential Precincts.

Accordingly, the proposed LSP amendment seeks to modify the approved LSP in the following manner:

  1. Change the name of the precinct area affected by the LSP to ‘High Wycombe South’ to reflect the location of the precinct and naming of the High Wycombe Station.
  2. Update the LSP boundary to reflect the extent of the Metronet East Redevelopment Scheme boundary which includes the Milner Road reservation.
  3. Modify the LSP Map to align with the proposed layout of the TOD Precinct. This includes a modification to the alignment of the TOD Connector Boulevard which impacts the geometry of the Town Park.
  4. A new neighbourhood link road from Brae Road to Milner Road to link with the existing alignment of Raven Street.
  5. Merge the three density bands into two density bands and widen the density range applicable to each band.
  6. Add criteria to the LSP for development at the higher density code in each band.
  7. Updates to technical reports.
  8. Amend the road network, including reducing the required road reservation width of the TOD Connector, Milner Road and Maida Vale Road.
  9. Reconfigured drainage areas and basins.
  10. Rename the reference of the ‘Potential Future Flyover’ to ‘Future Roe Highway Overpass’ consistent with traffic analysis confirming the long term requirement for this connection.

COMMUNITY INFORMATION SESSION

In addition, the City will be holding a drop-in community information session on Wednesday 24 November 2021 from 4:30pm – 6:30pm at the City’s Administration Centre Function Room (2 Railway Road, Kalamunda – access from the Railway Road side of the building). The purpose of this informal session is for City staff to assist you in interpreting the plans/proposal, and to answer any questions you may have.
