Update 17 July 2025: Maida Vale South Urban Precinct – Outcomes from Community Engagement
On 11 February 2025, the City of Kalamunda wrote to the landowners of the 148 sites in the precinct to capture feedback via the City’s Engage website. The advertising period concluded on 7 March 2025.
The City received a total of 70 submissions from 62 addresses within the precinct. This represents a response rate of 42% of the 148 surveys that were sent out.
The number of responses is considered to provide a representative sample of the community to understand the sentiment of the community.
While the consultation process indicated a relatively even number respondents for or against residential development, the number of respondents in support of residential development was considered high in the context of a rural residential area undergoing an urban transition.
A summary of the survey results are provided below:
- The survey indicates close results between the support and non-support towards future residential development of the precinct. It can be concluded that future development will be received positively if development is planned with logical and contemporary neighbourhood design principles, with appropriate consideration to protecting and enhancing the natural environment when reviewing structure plans, subdivision and development proposals.
- Development proposals that provide liveable quality—designed houses with adequate open spaces that include trees, and natural habitats seem compatible with a rural-feeling lifestyle, that many respondents want to keep and protect.
- Additionally, proponents of future developments emphasise addressing the affordable housing crisis, improving infrastructure and land use, and boosting the local economy by attracting new residents and supporting local businesses. There is an opportunity for structure planning to acknowledge these values.

The City is seeking community views about the future vision for Maida Vale Urban Precinct (also referred to as ‘Maida Vale South’).
Background and Current Status
The Maida Vale Urban Precinct is a 178-hectare rural and residential area containing a range of residential lifestyle and small‐scale agricultural pursuits, such as orchards and keeping of stock and horses. The State Government’s Perth and Peel @3.5million: North-East Sub-Regional Planning Framework outlines a strategic direction for this precinct as “Urban Expansion” subject to more detailed planning.
In this regard, the area us subject to a proposed Metropolitan Region Scheme (MRS) Amendment 1344/57, which proposes an Urban Deferred zone, allowing future residential development and areas of public open space, following the lifting of Urban Deferment, a local scheme amendment, detailed structure planning and subdivision approval. The Western Australian Planning Commission previously invited comment on this proposal in late 2023.
Given the precinct contains areas of significant environmental values The MRS amendment has been the subject of environmental assessment by the Environmental Protection Authority and recently the Minister for Environment has determined the recommendation that the MRS Amendment may be implemented subject to conditions.
Next Steps
The WAPC will next need to consider submissions and make a recommendation for a decision of the Minister for Planning, on whether to accept, reject or change proposed MRS amendment, and incorporate environmental conditions.
This process, if approved by the Minister for Planning, will enable more detailed processes to occur through a local structure plan.
