Cat Local Law 2023 Amendment
Update 20 December 2023: The City of Kalamunda is providing public notice of the adoption of the City of Kalamunda Keeping and Control of Cats Amendment Local Law 2023. This law will come into effect on 29 December 2023.
In 2022, the City of Kalamunda sought feedback on the development of the draft Kalamunda Keeping and Control of Cats Local Law 2022. Public comment closed 20 October 2023, to view the outcomes of this engagement please read the Community Engagement Report.
PUBLIC NOTICE - PROPOSED AMENDMENT
The City of Kalamunda Keeping and Control of Cats Local Law 2023 is in effect from 24 May 2023, the purpose of the Local Law is to make provisions about:
- Cats not to be a nuisance;
- Cat prohibited areas; and
- The number of cats kept on a premises.
The City proposes to make an amendment to the Keeping and Control of Cats Local Law 2023 to remove Clause 3.9(1)(b) “Each cat shall be contained on the premises unless under the effective control of a person”;
Purpose of the Amendment
Clause 3.9(1)(b) represents a further step in policy beyond that authorised by the Cat Act 2011.
The City is still encouraging responsible Cat ownership; catios and cat enclosures are highly recommended for the safety of your furry friend.

Public comment on draft Cat Local Law (2022)

The City of Kalamunda sought feedback on the Draft of Kalamunda Keeping and Control of Cats Local Law 2022.
The purpose of the proposed local law is for:
- cats not to be a nuisance;
- cat prohibited areas; and
- control of cats in places that are not public.
The effect of the proposed local law is to advise our community on the proposed measures to ultimately reduce the number of stray cats in our community and to encourage responsible cat ownership.
