Consultation has concluded

Amendment 111 to Local Planning Scheme No. 3 – Lot 500

The City of Kalamunda is seeking feedback from the community about proposed plans to modify the intersection of Railway Road with Elizabeth Street. Making the intersection safer for drivers and pedestrians is the City’s priority.

A total of twenty-four crashes have been recorded since 2017 with all crashes being “Right-angle” at the intersection. This means either that vehicles are possibly travelling too fast, or that crossing vehicles are not judging the crossing and space correctly.

Following extensive investigation, the City has now designed a much safer traffic solution which includes closing the section of Elizabeth Street between Railway Road and Williams Street.

Previous correspondence suggested that a roundabout may have been a suitable option for this intersection, however once detailed analysis and design was complete it showed that a roundabout could not be constructed to accommodate suitable vehicle turning movements, and with set back of the holding lines of a roundabout it reduced vehicle and pedestrian sight lines.

A roundabout would also cause vehicles to stack between Railway Road and William Street queuing into William Street roundabout and would require the removal of several mature trees. For these reasons it was considered the most suitable and safest option is permanent closure of the section of Elizabeth Street.

This design provides a safer, cost-effective solution, considers the surrounding environment, bus routes and new trees, and a new footpath that will provide an important connection to the existing Railway Heritage Trail.

Access between William Street and Railway Road is proposed to be via the existing intersection to the south at Railway Road and Spring Road and to the north at Railway Road and Headlingly Road.
