Background

Ray Owen Reserve is one of the City of Kalamunda’s premier sporting reserves, servicing a significant number of local sporting groups, community members and visitors. At peak, the Reserve sees over 9000 weekend visitors alone.

The needs of our local sporting community are continuing to grow, and we’re making plans to grow with you.

We’ve developed a Concept Plan for community consideration, designed to meet the ongoing parking and access needs of the Reserve’s users. The Concept Plan proposes four phases of upgrades, in line with presumed stages of growth in formalised sporting activity at the Reserve.

The Concept Plan aims to balance the varying needs of user groups, visitors, surrounding residents and the wider community, within the space available.

Key features of the Concept Plan include:

  • An additional 150 spaces, catering for cars, buses, disabled parking and longer bays (approximately 550 bays in total, with potential to add more bays under stage four of the plan)
  • 2 kiss-n-rides
  • Emergency vehicles zones
  • Turnaround areas
  • 2 new entry/egress roundabouts
  • Modifications to existing entry/egress points
  • Internal link roads to different parking areas
  • Footpaths and pram ramps
  • Lighting
  • Revegetation
  • Drainage considerations

The four stages of the plan are as follows:

Stage 1 (222 bays, 7 disabled bays, 5 drop off spaces):

  • Upgrade and expansion of the existing formalised parking east of the Ray Owen Sports Centre
  • Construction of a turnaround area, including emergency vehicle zone and kiss-n-ride facility which can accommodate up to five cars for drop off/pick up arrangement

Stage 2 (129 bays, 7 disabled bays, 4 bus bays, 5 drop off spaces):

  • Upgrade and expansion of the existing formalised parking west of the Ray Owen Sports Centre (north of the car park entry)
  • Removal of the existing traffic blister island located on Gladys Road
  • Construction of new roundabout entry/exit to the Reserve at Gladys Road, which can accommodate five cars for drop off/pick up arrangements
  • Construction of a link road between parking areas either side of the Ray Owen Centre

Stage 3 (154 bays, 6 disabled bays, 8 car/van/trailer bays, 4 bus bays):

  • Upgrade and expansion of the existing formalised parking to the west of the Ray Owen Sports Centre (south of the car park entry)
  • Closure of Grove Road entry/exit
  • Construction of new roundabout at the Sanderson Road/Gilroy Way intersection
  • Upgrade of internal road connecting to parking area east of the Ray Owen Sports Centre, including four bus bays

Stage 4 (TBC):

  • Car parking expansion subject to outcome of proposed sports oval expansion plans which are in development stage

The Plan has been designed to fit around the envisaged upgrades to the surrounding facilities and buildings, and as such may be subject to change as these come to fruition.
