Draft Scott Reserve Master Plan

UPDATE 30 June 2020:

The Scott Reserve Master Plan has been adopted by Council.

At the Ordinary Council Meeting on 23 June 2020, Council resolved to:

  1. RECEIVE the public comment on the Draft Scott Reserve Master Plan
  2. ADOPT the Scott Reserve Master Plan

NOTE that all the capital projects identified within the Scott Reserve Master Plan shall be considered by Council for inclusion within future City of Kalamunda advocacy campaigns, the Long-Term Financial Plan and subjected to annual budget deliberation processes.

The key recommendations outlined in the Plan include:

  • Construction of a new sports pavilion and community centre.
  • Relocation and extension of cricket practice nets.
  • Expansion of car parking.
  • Improved youth and play spaces.
  • Upgrades sports floodlighting.
  • Refurbishment of playing fields.

The overall cost of implementing the recommendations outlined within the Plan is estimated at $10.74 million. With the Master Plan being adopted, the City will turn its efforts to advocacy with external funding opportunities. The Plan will have an implementation timeframe of up to 15 – 20 years.

All existing facilities including the High Wycombe Community and Recreation Centre gymnasium will continue to operate as per usual, until external funding is secured.

Key Findings
The community consultation process concluded on 31 March 2020 with a good response from the community. For more information, please refer to the Community Engagement Report:

  • 683 visits to the engage.kalamunda.wa.gov.au page for Scott Reserve.
  • 83 survey responses.
  • 4 written submissions (from the High Wycombe Cricket Club, High Wycombe Amateur Football Club, High Wycombe Junior Football Club and Foothills Learning Centre).
  • 15 members attended the drop-in session on 14 March 2020.

Of the survey respondents:

  • 86% indicated they were ‘very satisfied’ or ‘satisfied’ with the Master Plan.
  • 0 respondents indicated they were ‘very dissatisfied’ with the Master Plan.
  • All individual project components of the Master Plan were supported.

The key theme arising through the community consultation period, and stated within the written submissions received, is that the existing infrastructure across the site lacks functionality, is ageing, is in poor condition and does not meet current or future growth expectations.

Background:

The City of Kalamunda, in conjunction with ABV Leisure Consultancy, undertook community consultation to embark on developing a Master Plan for Scott Reserve (which includes the High Wycombe Community and Recreation Centre and the Sports Pavilion). Consultation occurred over two phases:

  • Phase 1 Consisted of a visioning exercise to determine the community’s aspirations and future needs for Scott Reserve. The survey opened on 3 September 2018 and closed on 14 November 2018. A total of 83 submissions were received, which informed the development of the draft Master Plan.
  • Phase 2: the draft Master Plan was released for public comment on 28 February 2020 and closed on 31 March 2020.
