1. Why is the City investigating traffic treatment options?
The City of Kalamunda has received safety, noise and vibration concerns relating to heavy vehicle usage at the Milner Road/Maida Vale Road intersection in High Wycombe. The City has commenced investigation into three traffic treatment options to help to reduce the number of heavy vehicles using this intersection.
The City has developed three options for consideration that will help separate heavy vehicles from the Maida Vale Road / Milner Road intersection in High Wycombe.
They are as follows:
Option A) Modify Milner Road to a cul-de-sac at the intersection with Stewart Road. (Approximately $30,000. Potential delivery: Late 2019).
Option B) Modify road alignment and install median islands (traffic calming measures) on Milner Road at Stewart Road. (Approximately $82,000. Potential delivery: Late 2019/Early 2020).
Option C) Widen and extend Raven Street to Maida Vale Road. (Approximately $200,000. Potential delivery: Mid 2020).

The City is mindful of delivering a traffic treatment suitable to the needs of everyone in the community and as such would like to know which treatment option you would prefer to see implemented. You may provide your preference of five options including:

A combination of two or more of the above options

5. How has the potential delivery date been determined?
The potential delivery date is determined based on a range of factors and considerations. Some of these include:
Community consultation
Assessment of community consultation results and preparation of report to Council
Council consideration and approvals
Budget availability
Existing schedule of works
Detailed design
Procurement process and Council approval (if required)
Land acquisition process (if required)
Clearing permits (if required)
Pre-liminary works such as service identification and relocation
Subject to meeting all pre-construction requirements, the City endeavours to commence construction of the preferred option in the 2019/2020 financial year.
It is important to note that the Maida Vale Road / Milner Road intersection borders the Forrestfield North structure planning precinct. This surrounding area is set to undergo major redevelopment over the long term, in accordance with the Local Structure Plans for the area. As such, current traffic volumes and flows are expected to change as the network is modified over time. The City is also modelling the traffic impacts of the options and will consider this as part of the final proposal.
In June 2014, the State Government announced the Forrestfield Airport Link, a $2 billion train line connecting with the Midland line near Bayswater Station, servicing the airport and finishing in the Forrestfield/High Wycombe area. The train line is scheduled to be up and running by the second half of 2021. Following this announcement, the State Government requested the City of Kalamunda explore the opportunities that a new train station could bring to the surrounding areas. This meant moving away from the industrial land uses, previously proposed, and focusing on urban uses more suitable for a train station precinct.
The new focus resulted in planning for the delivery of high density residential, a new activity centre and a commercially focused Transit Oriented Development precinct based around the new train station. In line with the draft North-East Subregional Framework, the focus of the high level District Structure Plan is to connect people with their place of work and recreation.
The area in the District Structure Plan has been tempoarily named “Forrestifeld North” for the purpose of consultation.
Given the major redevelopment set to take place in Forrestfield North, current traffic volumes and flows in the area are expected to change as the network is modified over time.
